विवाहित बेटियां अब अनुकंपा नियुक्ति के लिए पात्र
हाल ही में जारी हुआ स्पष्टीकरण
हाल ही में डिपार्टमेंट ऑफ पर्सनल एंड ट्रेनिंग (DoPT) और पेंशन विभाग ने विवाहित बेटियों को अनुकंपा नियुक्तियों के लिए पात्रता पर स्पष्टीकरण जारी किया है।
डाक विभाग का महत्वपूर्ण फैसला
डाक विभाग (DoP) ने स्पष्ट किया है कि विवाहित बेटियों को अनुकंपा आधार पर नौकरी के लिए विचार किया जा सकता है।
- इसके लिए यह जरूरी है कि विवाहित बेटी पूरी तरह से दिवंगत सरकारी कर्मचारी पर उसकी मृत्यु के समय या चिकित्सकीय रूप से सेवानिवृत्त कर्मचारी पर उसकी सेवा निवृत्ति के समय निर्भर रही हो।
- साथ ही विवाहित बेटी को दिवंगत या चिकित्सकीय रूप से सेवानिवृत्त कर्मचारी के अन्य आश्रित परिवार के सदस्यों का भी भरण-पोषण करना होगा।
प्रशासनिक विभाग की जिम्मेदारी
विवाहित बेटियों द्वारा अनुकंपा नियुक्ति के लिए किए गए आवेदन में इन शर्तों की जांच करना संबंधित प्रशासनिक मंत्रालय/विभाग की जिम्मेदारी होगी।
अगस्त 2022 के कार्यालय ज्ञापन के तहत नियम
विवाहित बेटियों को अनुकंपा नियुक्ति के लिए पात्रता सुनिश्चित करना विभाग द्वारा 2 अगस्त 2022 को जारी कार्यालय ज्ञापन (OM) के प्रावधानों के अनुसार होना चाहिए।

- अतः यह अनुरोध किया जाता है कि अनुकंपा नियुक्ति के लिए गठित समितियां आवेदकों, अर्थात् विवाहित बेटियों, के दावों का मूल्यांकन करने के लिए उनकी स्थिति का आकलन करें।
- यह सक्षम प्राधिकारी की स्वीकृति से जारी किया गया है।

DoPT Clarification on Married Daughters Eligible for Compassionate Appointments

Department of Posts (DoP) may refer to their note #12 regarding consideration of a married daughter for appointment on compassionate grounds.
2.It is stated that consolidated instructions/guidelines of Scheme on Compassionate Appointment have been issued vide this Department’s OM No. 14014/1/22-Estt. (D) dated 02.08.2022.The objective of the Scheme is to grant appointment on compassionate grounds to a dependent family member of a Government servant dying in harness or who is retired on medical grounds, thereby leaving his family in penury and without any means of livelihood, so as to relieve the family of the deceased Government servant concerned from financial destitution and to help it get over the emergency.
3.As has been quoted by DoP in their referral Note, it has already been clarified that married daughters can also be considered for appointment on compassionate grounds provided they were wholly dependent on the deceased Government servant, at the time of his/her death, or wholly dependent on the Government servant at the time of retirement of the Government servant on medical grounds, and that she must support other dependent members of the family of the deceased/medically retired Government servant.
4.Thus, it is for the administrative Ministry/Department to verify the above conditions in respect of ‘married daughters’ who are seeking employment on compassionate grounds, provided they are otherwise eligible for compassionate appointment in terms of this Department’s OM dated 2.8.2022. Therefore, based on the relative assessment of the applicants including financial condition of the ‘dependent’ family members of the deceased Government servant or medically retired Government servant, by the Committee constituted by each Department/Organisation for the purpose of evaluating claims of compassionate appointment, a decision may be taken on offering appointment on compassionate grounds to the most deserving applicant, as per the extant provisions on the Scheme of the Compassionate Appointment.
5.DoP is advised to regulate the claims accordingly.
