Quick summary. e-Shram is the central database of India’s unorganised workers — agricultural workers, construction labour, street vendors, gig workers, domestic helpers, fishermen, plantation workers, and 380+ trade categories. Run by the Ministry of Labour & Employment, it issues every registered worker a 12-digit Universal Account Number (UAN) + a digital e-Shram Card. Free to register at eshram.gov.in with just Aadhaar + Aadhaar-linked mobile + bank account. Benefits: ₹2 lakh accidental insurance (PMSBY covered through e-Shram), unified eligibility across central / state welfare schemes, priority access to PMJJBY (life insurance), Ayushman Bharat, NSAP pensions, and migrant worker tracking. As of April 2026, 31.6 crore unorganised workers are registered.

The e-Shram portal was launched on 26 August 2021 to address a long-standing gap — Indian unorganised workers (about 92% of the workforce, ~38 crore people) had no single identity document tied to welfare scheme benefits. e-Shram is the labour ministry’s answer: a unified UAN that travels with the worker across states and across schemes, anchored on Aadhaar.

The 2024 e-Shram 2.0 upgrade added the One-Stop Solution dashboard — workers logging in see their eligibility for over a dozen welfare schemes at one glance. The system auto-checks eligibility against age, occupation, family income, state and current cycle of each scheme. The 2026 budget extended the PMJJBY enrolment subsidy to e-Shram cardholders (₹436 premium covered by the centre).

Who is eligible?

Educational Qualification

Not applicable (no minimum)

Age Limit (As on Date of registration)

16 to 59 Years

Other Requirements

  • Nationality: Indian citizen
  • Engaged in any of the 380+ unorganised-sector occupations — agricultural worker, construction labour, MNREGA worker, fisherman, plantation worker, domestic worker, gig worker, street vendor, hawker, rickshaw puller, e-commerce delivery executive, beauty parlour worker, ASHA / Anganwadi (honorarium-based)
  • Must NOT be enrolled with EPFO / ESIC (i.e., not a salaried employee in the formal sector)
  • Must NOT be an income-tax assessee — salaried workers with PAN-linked income are excluded
  • Self-employed: small artisans, autorickshaw drivers, migrants in city construction sites — all eligible
  • Domestic workers, ASHA, Anganwadi (honorarium-based), and plantation workers explicitly covered

Practical filter. If your job is informal — daily wage, gig, freelance, self-employed micro-enterprise — and you are 16–59, you almost certainly qualify. If you are a salaried EPF / ESIC member, you don’t.

Documents required

While filling online form

  • Aadhaar card (must be linked to active mobile for OTP)
  • Aadhaar-linked mobile number — for OTP authentication
  • Bank account details — passbook or cheque (account in your own name, Aadhaar-seeded)
  • Self-declaration of occupation (one of 380+ NCO-2004 codes; system suggests based on input)
  • Education and skill details (optional but recommended for scheme matching)

How to register

Method 1 — Self-registration online

  1. Open eshram.gov.in → click Register on e-Shram.
  2. Enter Aadhaar number + Aadhaar-linked mobile + captcha → Send OTP.
  3. Enter OTP → Aadhaar e-KYC fetches name, DOB, address, photograph, gender automatically.
  4. Fill: bank account details, current employment / occupation (search the NCO list), nominee, family details, skills, training (optional).
  5. Submit. 12-digit UAN is generated instantly. Download e-Shram card PDF immediately.
  6. SMS confirmation arrives on the registered mobile.

Method 2 — At a Common Service Centre (CSC)

For workers without an Aadhaar-linked mobile (very common for migrant labour):

  1. Visit any CSC. Carry Aadhaar + bank passbook.
  2. The VLE runs biometric Aadhaar authentication (fingerprint).
  3. Same form-filling flow — VLE captures occupation + skills + nominee on your behalf.
  4. e-Shram card printed and handed over within 10 minutes.
  5. CSC fee: ₹20 (charged by the VLE, capped by guidelines).

Common rejection / problem reasons

IssueFix
Aadhaar mobile not registeredVisit any UIDAI Aadhaar Seva Kendra — update mobile (₹50 fee) before retrying e-Shram
Already enrolled in EPFO / ESICYou are not eligible — e-Shram is only for unorganised workers
Bank account not Aadhaar-seededVisit bank branch — request seeding; PMSBY benefit needs ABPS for claim payout
Multiple registrationsOnly first UAN is valid — file complaint at 14434 to delete duplicates
Income tax filing in last 3 yearsExcluded — IT assessees can’t enrol; system flags via PAN check

Frequently asked questions

1. Is the e-Shram card free?
Yes — registration is entirely free. Some private operators / agents charge ₹100–500; the only legitimate fee is ₹20 if you go via a CSC where the VLE charges a service fee. Self-registration on eshram.gov.in is completely free.
2. What is the UAN?
Universal Account Number — a 12-digit unique number issued to every registered unorganised worker. It is for life, anchored on your Aadhaar, and is used to identify you across all welfare schemes. (Different from the EPFO UAN issued to formal-sector employees.)
3. What benefits do I actually get?
(1) ₹2 lakh accidental insurance under PMSBY, free for first year. (2) One-Stop dashboard showing scheme eligibility — PMJJBY (life cover), Ayushman Bharat (health), PMSYM (pension), PMAY (housing), NSAP (pensions). (3) Migration tracking that helps states deliver welfare during crises.
4. Who is NOT eligible for e-Shram?
Salaried employees enrolled in EPFO or ESIC, income-tax assessees, government employees, and any formal-sector worker. e-Shram is exclusively for unorganised, informal, and self-employed workers.
5. Can I have an e-Shram card and a job card under MGNREGA simultaneously?
Yes — they serve different purposes. MGNREGA Job Card is for the 100-day rural-employment guarantee; e-Shram is for unified welfare access. Both are commonly held by rural daily-wage workers.
6. Is the e-Shram card valid in all states?
Yes — UAN is valid nationwide. If you migrate to another state, your UAN remains the same; you just update your current state in the profile, and welfare schemes in the new state can be tied to the same UAN.
7. Can ASHA and Anganwadi workers register?
Yes — ASHA / Anganwadi / Asha Sahayika are honorarium-based (not salaried) and explicitly covered under the unorganised-worker definition. They benefit from accidental insurance + scheme matching like other unorganised workers.
8. How do I claim the ₹2 lakh accidental insurance?
On accident-related death or permanent disability, the nominee files a claim at the bank branch where the e-Shram-linked account is held. Documents needed: e-Shram card, death/disability certificate, bank account details, FIR. Settlement within 30 days of complete documentation.
