Quick summary. The Voter ID (officially the Elector Photo Identity Card / EPIC) is issued by the Election Commission of India to every Indian citizen above 18. Apply online for free at the Voters’ Service Portal (voters.eci.gov.in) using Form 6 (new), Form 8 (correction / shift / replacement). The e-EPIC — a digital PDF of the voter ID — can be downloaded by anyone whose EPIC is in the electoral roll. Total time: 30–45 days (postal delivery of physical EPIC); e-EPIC download is immediate once approved.

The Election Commission maintains the electoral roll on a continuous-updation basis. As of 1 January 2026, the roll has 96.85 crore registered electors across 545 parliamentary constituencies. The roll is revised annually with a special summary revision (typically October–December) when most BLO (Booth Level Officer) verification visits happen.

For most first-time applicants, the practical route in 2026 is the Voter Helpline mobile app — download, register with mobile + OTP, fill Form 6, attach a photo and proof, submit. The BLO visits within 7–15 days for verification, and the EPIC is dispatched in 30–45 days.

Who is eligible?

Educational Qualification

Not applicable

Age Limit (As on 1 January / 1 April / 1 July / 1 October — the four qualifying dates each year (since 2022 reform))

18 to 120 Years

Other Requirements

  • Nationality: Indian citizen, ordinarily resident in the constituency
  • Must NOT be already enrolled in any other constituency — duplicates are deleted under Section 17/18 of RPA 1950
  • Must NOT be of unsound mind or disqualified from voting under any law
  • NRIs registered under Form 6A get an EPIC but vote only in person at the home constituency on poll day (postal vote rules pending)
  • First-time voters can pre-register up to 3 months before turning 18 — registration becomes effective on the next qualifying date after 18th birthday

What ‘ordinarily resident’ means. You should be living in the constituency, not just having a property there. Domestic workers / students / hostel residents / people in temporary employment are residents of the place where they currently live, not their native village.

Documents required

While filling online form

  • One Proof of Identity — Aadhaar / Passport / Driving Licence / PAN / school certificate
  • One Proof of Date of Birth — Aadhaar / Birth Certificate / 10th certificate / Passport / PAN
  • One Proof of Address — Aadhaar / utility bill / bank passbook / rent agreement / passport / ration card
  • Recent passport-size photograph (digital, JPG/JPEG, ≤ 2 MB, with white background)
  • Aadhaar number — submitted under Form 6B (linking) for de-duplication; not mandatory but strongly encouraged

How to apply — three routes

Route 1 — Voters’ Service Portal (web)

  1. Open voters.eci.gov.inSign-up with mobile number + OTP.
  2. Click Form 6 — New voter registration.
  3. Fill: name, DOB, gender, place of birth, current address, family member already enrolled (if any), parents’ names.
  4. Upload: photograph + scans of PoI/DoB/PoA (PDF/JPG ≤ 2 MB each).
  5. Submit. Note the reference number for tracking.
  6. BLO visits within 7–15 days for door-to-door verification.
  7. ERO approves; EPIC is printed and posted in 30–45 days.

Route 2 — Voter Helpline App (Android + iOS)

  1. Download Voter Helpline from Play Store / App Store (published by ECI).
  2. Register with mobile + OTP.
  3. Forms → New voter registration → Form 6.
  4. Same flow as web — but the app captures the photograph live, GPS-tags the address, and is the most BLO-friendly for verification.

Route 3 — Through your BLO (offline)

  1. Find your Booth Level Officer (BLO) at voters.eci.gov.in/booth-level-officer → search by state → district → assembly.
  2. Visit BLO with documents; she/he fills Form 6 on her tablet on the spot.
  3. Best route if you have weak internet or are uncomfortable with online forms.

⏰ Last Date: Open (rolling — qualifying dates 1 Jan / 1 Apr / 1 Jul / 1 Oct)

How to download e-EPIC

The e-EPIC is the digital PDF of the voter ID card — fully valid, with the same EPIC number as the physical card.

  1. Login to voters.eci.gov.in with mobile OTP.
  2. Click e-EPIC Download → enter EPIC number / Form-6 reference number.
  3. OTP-verify → download the PDF — it has a digitally signed QR code.

Existing voters with old EPIC who registered before 2020 may need to first update Aadhaar via Form 6B and then download e-EPIC. ECI is migrating older records in batches; if download fails, visit your BLO and request manual e-EPIC issue.

How to check name in electoral roll

  1. Open voters.eci.gov.inSearch in electoral roll.
  2. Search by EPIC number (fastest), or by details (name + father’s name + state + assembly), or by mobile number (if linked to your record).
  3. The page shows: assembly constituency, polling booth, part number, serial number — all the information you need to vote.

Common rejection reasons & fixes

ReasonFix
BLO could not verify address (resident not found)Submit a Form 8 with stronger PoA (rent agreement / utility bill in your name) and request re-verification
Duplicate found in another constituencyFile Form 7 to delete the older entry; then resubmit Form 6
Photograph not meeting specsRe-upload a 200 × 230-pixel JPEG, white background, head fully visible
Age proof rejectedUse a stronger DoB document (Birth Certificate / 10th certificate / Passport)
BLO not visitingUse Voter Helpline app to escalate to ERO; helpline 1950 also raises a complaint

Frequently asked questions

1. Is the voter ID free?
Yes. The application, BLO verification, and the printed EPIC card are all free of cost. Beware of agents charging ₹100–500 for an entirely free service.
2. How long does a new voter ID take?
30–45 days from submission of Form 6, including BLO visit, ERO approval, printing and postal delivery. The e-EPIC download is available 7–10 days after approval — usually before the physical card arrives.
3. Can I register before turning 18?
Yes. Since the 2022 reform, you can pre-register up to 3 months before any of the four qualifying dates (1 Jan / 1 Apr / 1 Jul / 1 Oct). Your name is added to the roll on the qualifying date that follows your 18th birthday.
4. Is Aadhaar mandatory for voter ID?
Not mandatory but strongly encouraged. Form 6B (since 2022) lets you link Aadhaar to your EPIC for de-duplication. The Election Commission has clarified that EPIC will not be cancelled solely for non-linking of Aadhaar.
5. How do I shift my voter ID to a new address?
Use Form 8 on voters.eci.gov.in or the Voter Helpline app. If the new address is in a different constituency or state, the old entry is auto-deleted after the new ERO approves the shift. The same EPIC number continues — only the constituency and booth change.
6. Is the e-EPIC legally valid?
Yes. The Election Commission has clarified that e-EPIC is a valid identity-cum-elector card. It is acceptable for KYC at banks, ID verification, and at the polling booth on poll day.
7. What if I don't have an Aadhaar?
Aadhaar is one of many acceptable documents — you can use Passport, Driving Licence, PAN, ration card, or any utility bill instead. The portal accepts any valid PoI / DoB / PoA combination.
8. How do I find my polling booth?
Open voters.eci.gov.in → Search in electoral roll → enter your EPIC number. The result page shows your assembly constituency, polling booth address, and part / serial number for that booth.

Latest updates

The 2026 special summary revision (October–December 2025) added 2.6 crore new voters — driven largely by women voters and first-time 18+ enrollees. From January 2026, the Voter Helpline app supports Aadhaar Face-RD authentication, eliminating OTP failures for users with non-working mobile numbers. ECI also rolled out digitally signed e-EPIC v2 with an upgraded QR code that links to the live electoral-roll record — useful for instant verification at banks and government offices.
