PMGKAY linkage

ONORC operates on top of the PMGKAY (Pradhan Mantri Garib Kalyan Anna Yojana) which is extended to December 2028 — meaning the 5 kg per person per month under PHH category and 35 kg per family under AAY are entirely free at any FPS, anywhere in the country, until December 2028.

How to use ONORC — step by step

  1. Verify Aadhaar seeding. Visit your home FPS or use Mera Ration app to confirm every family member’s Aadhaar is linked to the ration card. Without seeding, ONORC won’t work.
  2. Move with the same card. No surrender, no fresh application needed at destination.
  3. Find an ePoS-enabled FPS near your destination (any FPS in India qualifies — they are all ePoS-enabled now).
  4. Carry your ration card details + Aadhaar. Card in hand is helpful but not strictly necessary if you remember the ration card number.
  5. Biometric authentication at the ePoS device — fingerprint, or face authentication if fingerprint fails.
  6. Collect the quota — whether full family share, individual share, or partial — based on what you’ve requested at the device prompt.
  7. Receipt is generated showing the transaction; same is reflected in Mera Ration app.

Frequently asked questions

1. Do I need to surrender my home-state ration card to use ONORC?
No. The whole point of ONORC is portability — keep your home-state card and use it at any FPS in India. The system reconciles between states automatically. Only if you and your entire family permanently relocate, you may surrender the home card and apply for a new NPHH card in the destination state (your call).
2. Is ONORC free?
Yes. There is no fee for ONORC use. Under PMGKAY (extended to December 2028), the foodgrain itself is also free for AAY and PHH cardholders. NPHH cards (above poverty line) don't get NFSA quota under ONORC, but state-specific schemes may still apply.
3. Which states implement ONORC?
